Let's go back to the original post of this thread and break out the three questions that were posed:
What is the policy on this? (With "this" defined as posting a new torrent that is essentially identical to one already on the system, but dead.) The policy is that this is acceptable, and further discussion suggests that it can even have some advantages over re-seeding the dead torrent.
Can such a "new" torrent be reported? It is not a violation of the site's rules. There is no need to report it. Subsequent discussion said that this "reporting" would not be "reporting a duplicate" but "pointing out to staff that the 'new' one was unnecessary." It's not clear what benefit accrues from doing this.
How [would] such a "new" torrent be reported? Using the report link at the bottom of the torrent page, but since there's no violation here, there's not need to do this.
Subsequent posts added a new question:
Why re-post identical files? (1) The new torrent will show at the top of the search page and be more obvious to other members, and this will happen automatically without having to involve site staff in recycling the torrent; (2) "Even if you have a file with the exact same size, that you can give the exact same name, if it doesn't have the same hash value as the original file it will not seed as the original file."

I agree. In the US, with a name and approximate age, it's not hard to find where a person lives, works etc. I hope people who get this information are responsible with it. If models want to keep their porn life (present or past) in the closet, that's their right...although that can be hard to do.

An addiction to porn is not unlike addiction to alcohol or drugs. There's a useful self-assessment test at https://www.psycom.net/am-i-an-alcoholic-alcohol-use-disorder. This is targeted at alcohol addiction, but one can substitute "watching porn" for "drinking alcohol" and have a reasonably reliable test.
There isn't, though, a direct correlation between consuming a lot of porn (or alcohol) and being addicted to it. Someone could watch porn for several hours per day and not be addicted, and conversely someone could look at porn for a few minutes every few days and be addicted.
A friend of mine is a therapist specialising in addiction treatment. He has an even simpler self-assessment test than the one linked above: He asks clients who are questioning whether they're addicted to something to abstain from it completely for two weeks. If they can do this successfully, it's likely that they're not addicted. If such abstinence is a struggle, then it's possible/likely that they are addicted, and further assessment is indicated.

The takedoown process can seem random if not chaotic, but I think the site removes all--and only--those torrents that are challenged. This can look weird: I posted a torrent for a full-length video in single-file-.mp4 format that was on the site for years, and than was taken down. Oddly, the same material, in native DVD format (a .VOB folder) remained on the site--and is still here. I suspect that the site got a takedown request for the single file torrent, but not for the DVD...and responded accordingly.
This has definitely discouraged me from uploading more in GayTor as this is so questionable and I have not been experiencing this somewhere else.
I know it's discouraging to have uploaded torrents removed. I take time and care to make my torrent descriptions thorough, with good pictures, thumbnail sheets., etc. (In the past week I had one taken down, but I take comfort in knowing that almost 2,000 other users got that material.) I can see that you care about sharing material, and I suspect that your torrents are well-constructed, and I've probably downloaded some of them. I hope you continue to share.
So for the meantime, I'm taking a vacation from sharing in the GayTor and and also hopefully this gets rid of that 1-star troller.
Vacations are good things--they tend to extinguish burnout, if you'll forgive the mixed metaphor. I would pay no attention to anonymous one-star ratings (or any other ratings). If someone has a worthwhile opinion about a torrent, they should have the balls to post a comment with their username attached.

Someone from the site would need to answer this...but I don't think you'd lose it. But please don't ask your torrents to be deleted--again, I'm sure it's good stuff, and other users will enjoy having it. I, myself, may have had some enjoyable "private moments" with your torrents.

Very true. I don't think this guy--or many of their "models"--did any other on-camera stuff. (A few of them did some "Hot Sessions" videos, but not many.) No, he used a stage name with Club 1821. The name he used with us was real, because we had to do all sorts of background checks and tax filing.

I've also noticed this phenomenon--but it hasn't been a problem for me. If I'm doing a search, it's usually because I'm looking for something in particular--maybe a torrent in the "military" category with the name "Kyle" in the title or description. That's not going to get many results, and I can go through them easily.
If I do a search that has >10,000 results, my search parameters have been too vague, and I'm not going to sift through even 1000 results. While it would be nice to address this "feature," I think it's probably rather low priority given the many other issues that pop up on a website this complicated.

WiFi in a public place is a service owned by that place (e.g., a restaurant). They're paying for it, and they "have the right" to make the rules.
If someone wants to make their own rules, they can use their own connection to the internet--such as through a mobile phone.

I don't think it's anything sinister or complicated:
Public spaces: McDickalds or Starfucks probably doesn't want somebody at one of their tables with an orgy on the screen.
Bandwidth: Watching porn consumes a lot of bandwidth--it's a large percentage of internet traffic as it is.
"Public WiFi" is the private property of whoever is letting you use it, so they can make whatever rules they want.
(Pubic WiFi would be something entirely different.)
