You are incapable of looking at historical facts in historical context, aren't you. I've already explained this:
- The accident happened in 1972
- MADD (Mothers Against Drunk Driving) - one of the FIRST to begin to crusade against impaired driving, and to increase the penalties for it - was founded in 1980.
- For the time, he'd have to have been falling-down-drunk for the police to have attributed the accident to drunk-driving, and there wasn't any "special penalty" for it, either!
- What DID exist in 1972 was a predisposed belief that women were poor drivers.

This is true... they could have flown in a prototype breathalyzer from the UK or Germany at the time... it would have taken a cargo plane and a small (larger than a pickup) truck to get them there, not to mention a couple of days to pack up all the components! My guess is, they didn't do that because it was Joe Biden, and they knew the husband of the woman killed in the accident would one-day become President!
As for drawing blood, to what end? There were no "special penalties" for driving drunk back then! In fact, if the police pulled you over for drunk driving, they'd impound your car for 24-hours and put you in a special cell they had in jail: the "drunk tank" - where you'd sober up and they'd release you! Worst you'd get would be a citation for public intoxication!
[For a reference, check out the fantastic Alfred Hitchcock film North by Northwest Cary Grant's character is involved in a crash as he was intentionally made quite drunk by the "bad guys" - and the police lock him up in the "drunk tank", releasing his into the care of his mother the next morning - a Hitchcock flair, as Grant's character was clearly in his 30's)
His wife was deemed at fault for being "inattentive".
I haven't made any claims about who was at fault, and I'm not sure any police report of the time would have termed it that way. Back then, they often tried to make sure accidents were just that: accidents! They wouldn't list "fault", rather they would list contributing factors. It was because of the way insurance was written back then....
Just because his wife and infant daughter died in the accident, does not give him the right to lie about the truck driver for 50 years.
Look, if he was going around saying "It's been 40 years, but I'm still pissed at Bill Smith of 1234 Main Street, Dover, DE who killed my wife and child while driving drunk in 1972" that'd be one thing... but if the man - regardless of the lack of proof (because it wasn't taken back then) - believes the other driver was impaired, so be it.
He's not on a campaign to slander the other driver (who can't prove he wasn't drunk, either! There's no proof either way, so its he-says/he-says)... in fact, he's not even on a campaign against drunk driving! He's trying to relate his own personal loss to the loss of 100's of thousands of families - survivors - who have lost loved ones to COVID-19.
Your inability to see that, and to have some level of empathy for all those who have lost loved ones in this pandemic, says a lot about you, and nothing about Biden.
Only a piece of garbage would think it's ok for someone to use their bully pulpit to ruin someone's life based on lies.
As noted above: the speech wasn't about the accident, wasn't even about drunk driving... it was about sharing the sense of loss, about empathizing with people who are in mourning.
I'm going to leave the "piece of garbage" part of your comment to others to evaluate...

Joe Biden will, no doubt, lie in his term in office... they all do... but he's got a long way to go before he reaches the mountain-top in that department. Donald Trump lied more in his first 2-days in office than Biden has in 30+... and he wasn't even trying! LOL
