Well, I've looked to the page code. It seems IE9 and earlier don't like a block element inside the link (anchor). If I replace on a saved page title block element () as an inline element (), the right click works with IE9, Firefox and Chrome.

It seems your Vuze is not "connectible", which would explain perfectly slow to no uploads after having finished downloading. When there is a low seeder to leecher ratio, the leechers will take from your Vuze when it offers. On our tracker with a high seeder to leecher ratio, leecher will send out requests and will take from seeders who reply "can give", not waiting for offers. If your Vuze isn't connectible, the requests don't reach it and it won't reply.
This is a complex issue and can be caused by many things and multiple at the same time.
So lets start with some solutions. First try to use UPnP to get your Vuze connectible:
Vuze > Tools > Options … > Plugins (click on the arrow) > UPnP > Enable UPnP , then click the Refresh mappings button.
After that, you can test if Vuze is connectible. Look for the "Plugins & Extras" in the left sidebar of the main window, there the "Network status", open it and select the "inbound" and "nat/proxy" tests only. Then start.
You should find TCP and UDP inbound tests with green "Test successful" below it if everything is OK.
If that didn't help and the test is timed out. Next settings to follow.

When the download arrows are clicked, the system automatically removes the torrent from the wish list. To see that, you need to wait a minute and refresh the page without having clicked on "Wish list".
When you click on "Wish list" just after having clicked on the download arrows, you actually re-add it to the wish list, which explains it stays yellow and the torrent isn't removed from the wish list. You can click again, it will turn white and a minute later refresh it appears from the wish list.

Contact the Helpdesk and indicate the link to that torrent. If it is not seed at all, a staff member will try to revive it with the usual steps (reseed request, promotion, comment, …). If that has no success after a week, the torrent will be deleted and the way for your re upload free.
With good torrent clients (e.g. µTorrent, BitTorrent, Vuze, ... it is possible to jump on a torrent and help seeding only the files one got. That isn't a true reseed though. It has the disadvantage tol be count as leeched torrent by the tracker and there is a limit in number of leeching torrents. Upload is correctly added to your stats, no download should be made.

3/ Right mouse button click on the torrent in µTorrent's list and select "Force re-check". The torrent should check to 100% and µTorrent displaying "Finished" instead of "Stopped" in the status column.
4/ Restart the torrent, it shall go to "Seeding" or at least to "Queued seeding"
