If the client asks to 'merge', it means that the torrent is the same (hash) on both trackers.
ATTENTION: Merging will result in the client to mix upload and download from peers of both tracker together. This will result in wrong UL and DL reported to both tracker!

I've no information about Gay-Torrents.org situation, respectively its owner's.
However, if you search for Flava Works, Inc. the web, you'll find that it's one of the most litigious companies regarding copyright. Not only in regards to other businesses (like myVidster), but as well subscribers of their sites/services.
The company is known to include invisible watermarks in the streamed (or downloaded?) videos, allowing them to identify and sue their subscribers leaking their works on the web (something which may happen accidentally, for example through lost USB sticks or lost/stolen computer devices).
Therefore my personal recommendation is not to share and download their works!
You are right:
1.) never a completed download registered by the tracker > request reseed button inactive (the case on the torrent here)
2.) a completed download was registered by the tracker, but the completed downloads list is empty > reseed request button is active, but when used the "Reseed Failed - 0 PM's sent" failure appears (typically the case when the last completed download was prior to 2013, because those are purged from the data base)
In case of 2.) making a PM asking for a reseed might help, because all members having made a comment and the original uploader (if still member) gets a PM notifying them that there was a new comment. Better alternative will be to Report that torrent as dead with empty completed list: Then staff can try to revive it (including making it freeleech, bumping and comment) and if that fails delete it.
That torrent has no completed downloads, that is why the reseed request button isn't active.
(Further the shared file's content is on our banned list, so I've now removed that torrent)

It is to note, that the list is limited to studios, directors, actors of which we know to have issues with the banned (porn) content, mainly under legal age (18+) models. There can be other works banned for the same reason we don't know of.
This list does not contain any works not allowed to be uploaded because of copyright or right to privacy. The uploader has to know himself if he got the legal right (e.g. owner, licensee, …) to distribute the works.

I've done back years ago some testing with GT Guard (and BT Guard) about this issue which effected me. At that time, I didn't got to a result.
In the mean time, I understand that the GayTorrent.ru tracker doesn't like IP hopping (frequent changes of the IP).
That is something users of Private Internet Access (PIA) face if they select 'Auto' server selection, too. However PIA offers to select a server (country) manually and then keeps the IP stable. This selection should be done with PIA anyway, because only some countries' server allow port forwarding (of a single port) needed to become connectible.

Yes, duplicates are listed on an uploader's Profile (only torrent staff can see).
There will be no warning usually, but if there are two many duplicates among the uploads the member will be set to have he uploads reviewed by a moderator prior to being made public. It is not a fixed amount of duplicates but these are seen in context of the global uploading activity. It makes a difference if an uploader got 5 duplicates among 10 uploads or among 100 uploads or if among the first days 4 uploads were 3 duplicates and it is visible the lesson was learned with the following uploads.
2. I have reported videos within the exact parameters of what constitutes a duplicate, during my time here and have only received notification of 1 being actioned/rewarded, yet when mine is reported it I get told within a few hours - is this normal?
This depends on the 'quality' of the reports. We got a handful of members regularly reporting duplicates (and seem to check new uploads), which have a very low rate of wrong reports. Others are reported by members specialised in a niche and knowing all its uploads rather well. This makes most duplicates reported quite fast.
The path to decide if a reported upload is duplicate is rather complex (so is for the reporter to make a 'quality' report) and there are many reasons why a report might be dismissed (unfortunately the review page got no way to quickly tell the reporter the reason). I remember to have dismissed 2 or 3 of your reports yesterday, but not the exact reason.
Here some common reasons to dismiss a duplicate report:
1. Not duplicate because different file container format, avi vs mp4 vs mkv etc… (NB.: mp4, m4v, mov are considered same if same file size), or same container, but size difference > 10%
2. One of the reported pair is considered a 'collection'
3. The original is reported as duplicate. This happens mostly with originals having the recycle sign in the title. Those are promoted (bumped) up the list by modifying the added date. The original date is inserted into the description.
4. One or both of the reported uploads is/are dead. In this case, the dead will be deleted (we prefer a seeded over a dead) and it helps to clean the listing, but unfortunatelt the review page does not allow to reward the reporter.
5. Not duplicate because different works

It does take away incentive to seed miltiple files which other folks may want but if you only get credit for one why would anyone seed more than one. My ratio is fine so i dont even ned to seed to keep that up.
The more files you seed, the higher the chances that you make actual real upload, which is better than the bonus points.
