That is a new torrent which the uploader never got to seed. Unfortunately our attempts to help getting this torrent of ground were without success.

Yes.
A torrent needs to be announced as completed 100% (of all files) by the torrent client and that announcement registered by the tracker to be recorded as "snatched" in the data base. Only those completely downloaded files torrents can be vote for.

That one got a seeder, but strangely no downloading peer. Like most rather old torrents, it is downloaded only once a month or less, then the seeding peer's torrent client won't give it a high priority if other torrents seeded got a higher downloading to seeding peers ratio.

No, you need just to wait up-to 15 minutes. Rights management is made by the system in 15 minutes cycles.

It is not done on purpose. We collect already glitches appearing with the site update. Currently functional issues have priority, before layout issues can be addressed, but my guess is if the code of a page is touched for functional issues and such layout issues are obvious to fix, they'll be fixed in one rush.
Personally my concerns are focused on the Search, which behaves differently and we need to come up with a kind of Guide to explain its powerful options. I got that conditioned to the old search engine, that I've difficulties to get used and develop a good practice on the new engine.

You got at least two issues:
1/ Your torrent client programme is not connectible, so downloading peers will rather prefer to download from others which are connectible
2/ Lack of downloading peers on what you seed
We could do something about the 2nd issue, but that will not help you as long as you've not resolved the first issue …

The relevant parts of GayTorrent.ru's Terms of Service on the Rules page:
(…) Users may not use this site to distribute any material when they do not have the legal right to do so. It is the responsibility of each user to adhere to these terms. (...)
So if you have got a PM which said that a torrent was removed due to alleged copyright infringement and you didn't made a counter notice, GayTorrent.ru has to assume you had not the legal right to distribute the torrent's file(s). Then when re-uploading it again you are exposing yourself to:
(…) We have a policy of terminating, without notice and without recourse, accounts of users who are repeat infringers of site policies, based on our sole judgement of suspicion or notification we may receive. (...)
Actually we, the moderators, are instructed not to answer questions regarding copyright and DMCA related questions, but to direct them to write to the Helpdesk under the DMCA/Copyright category. Therefore my citation from the Rules page, pointing to their relevant parts.

It works for Torrent Moderators and above staff only. Access to it for other members has been disabled to improve members privacy (I think that was back in 2011).

Spam should be checked on Gmail's webmail (under "More…") in the left menu bar there and not at the local computer e-mail client.
The reason is, that Internet Security Suites (aka Anti Virus) have a built-in anti spam filter and filter such mails from appearing in the local e-mail client, while they are still on Gmail's mail server.

When I've looked to your history, there is one torrent you've completed to download which has a leecher, but no seeder. That is a good torrent to start re-seeding.
Even with download rights suspended you can get the following .torrent files:
- own uploaded torrents (to allow uploading own new torrents and reseeding)
- all files completed download torrents (to allow reseeding)
- freeleech torrents (to download one at a time, then continue to seed)
I'm as well quite sure that if you write the Helpdesk that you want to reseed the dead torrent x, you'll get download rights for a short period to be able to catch the .torrent file.

The new picture browser requires an unexpected amount of changes to the other pages, which are still ongoing and progressing as fast as possible.

You could try to switch the SSL encryption for the tracker off, i.e. to use http i/o https in the tracker URL.
Another thing to try is to change the URL from .tw into .ru with https
