@Tyga you can't say "yes same" and report something totally different. op's case indicates his computer is unable to reach the gaytorrent tracker. your case is different, the tracker is purposefully refusing your connection, because of improper configuration on your side.
Have in mind that Local Peer Discovery, PEX and DHT are automatically disabled for private torrents, so this is standard behavior.
About the port, you must not (and cannot) change the port of the server. 2710 is the only port the tracker listens to, you can only change the port of YOUR torrent client, not the port indicated in the tracker URL.
Make sure you can access this URL in your browser:
https://tracker.gaytorrent.ru/stmdd/
It must show the tracker status. If you cannot see this page, the problem is likely your internet provider, so you'll need to either contact them or use a VPN.
If you can see the status page, but your torrent client reports that the tracker refused the connection, you should consider changing to a different client and make sure you are using a proper port for your client (any number between 1025 and 65535).
