      An HIV-positive inmate who was having unprotected sex with another prisoner was refused condoms by jail staff in a potentially harmful breach of guidelines, the Chief Inspector of Prisons has revealed.
      In another incident, managers of one jail claimed that they did not need to provide their prisoners with protection because none of them was homosexual.
      The revelations by Nick Hardwick to the first Commission into Sex in Prisons have thrown light on the rarely reported issue of intercourse behind bars and sparked calls for more action to prevent non-consensual sex between inmates.
      Officially, sexual relationships between prisoners – as well as between staff and inmates – are prohibited. But prisoners should have free access to protection and condoms must be supplied if prisoners are thought to be at risk of contracting HIV or another STI.
      Giving evidence to the commission, Mr Hardwick warned that the “Prison Service had not adopted a uniform approach as to how to achieve this requirement and practice varied between prisons”. He added that “one prison claimed that access to barrier protection was unnecessary because none of its prisoners were homosexual”. While at another prison “one homosexual and HIV-positive prisoner who was having unprotected sex requested and was refused condoms”.
      While Mr Hardwick did not name either of the prisons involved and declined to supply further information to The Independent, his testimony last November raises concerns that vulnerable convicts could be contracting sexually transmitted diseases because of failures within the prison system. Campaigners claim that a systemic culture of denial about the extent of sexual relations – both consensual and coercive – behind bars is so damaging that prisoners have died as a result.
      Between 2007 and 2012, six inmates died in sexually related incidents in the UK prison system.
      The commission heard that in 2008, a prisoner referred to as Mr E was murdered by his cellmate Mr F who had allegedly sexually assaulted two prisoners on previous occasions. Mr F had been convicted of the rape of an adult male two years before Mr E’s death.
      There were already concerns that Mr F was “grooming” other prisoners. He had been the subject of three Violence Reduction Strategy documents, due to his inappropriate behaviour to other prisoners. Given the security information available in Mr F’s files, he should have been considered a risk to other prisoners and not have been sharing a cell.
      Giving evidence to the commission, which was launched by the Howard League for Penal Reform last year, Nigel Newcomen, Prison and Probation Ombudsman (PPO), spoke of another incident in which a woman prisoner in a relationship with another female inmate took her own life.
      He said: “Most staff who were aware of the relationship commented that it was not a positive relationship.”
      Despite the prison having a policy that intimate relationships between prisoners were not condoned and should be brought to the attention of wing managers, key staff were not made aware of this relationship. Mr Newcomen said that this “led to decisions being made which did not access the risks involved”.
      In several cases, Mr Newcomen found that “general themes emerged… regarding poor record keeping and information sharing which impacted on the safety of the individual”.
      Former prisoners interviewed by The Independent claimed sex is rife in some jails, with prisoners regularly lured into sexual relations with staff on the promise of a long-term relationship. One former prisoner, Rebecca Hilton, who had gender reassignment while serving a life sentence between the male and female estate, said that sexual abuse and rape between prisoners is a routine occurrence particularly in men’s prisons and is often overlooked by staff.
      Chris Sheffield, chairman of the Commission into Sex in Prison, said: “We know very little about sex in prison. No one knows how many people are sexually assaulted in prison every year, or whether some prisoners are having underage sex, perhaps putting their health or their partner’s health at risk.”
      In an HM Inspectorate of Prisons survey, 1 per cent of prisoners said that they were being sexually abused, rising to between 2 and 3 per cent among prisoners who considered themselves to be disabled. In an academic study of 200 ex-prisoners, 91 per cent said they had been coerced sexually. Yet only a tiny number of complaints about sexual issues are officially logged. The PPO logged just 108 such complaints between 2007 and 2012.
      Solicitor Nick Wells, who has represented several prisoners who claim to have been victims of sexual abuse, said that the internal process of making a complaint is so complicated and time-consuming that often prisoners either give up or are released before their case makes it to the outside.
      “Even for a solicitor, when you have some sort of stick to wave at them it is hard enough to get a prison to do what it is supposed to do”.

      Sex in prison: rules
      Prisons are under no legal obligation to distribute condoms or barrier protection to inmates. Policy is discretionary and varies from prison to prison, though most do offer some kind of free condom service. But under Prison Service Order 3845, “condoms may be prescribed if in the clinical judgment of the doctor there is a risk of HIV or STD transmission”.
      HM Prison Service says consensual sex in jail is illegal because cells are “public places”, but relationships between prisoners tend to be dealt with on a discretionary basis.
      The Prison Service Instruction 47/2011 regarding prisoner-discipline procedures states: “There is no rule specifically prohibiting sexual acts between prisoners, but if they are observed by someone who finds (or could potentially find) their behaviour offensive, a charge… may be appropriate, particularly if the act occurred in a public or semi-public place within the establishment, or if the prisoners were “caught in the act” during a cell search. But if two prisoners sharing a cell are in a relationship and engage in sexual activity during the night when they have a reasonable expectation of privacy, a disciplinary charge may not be appropriate.”
      For a member of staff to have a relationship with a prisoner is a disciplinary and sackable offence. The Prison Service Order 1215 overseeing professional standards states: “Staff must exercise particular care to ensure that their dealings with prisoners, former prisoners and their friends and relations are not open to abuse, misrepresentation or exploitation on either side.”

      On the other hand, the seeder has already put in some effort. We aren't really doing him favour by downloading (although we may be doing him favour by giving any bonus points).

      Personally I consider it an achievement if more than 5% of the leechers actually pause to say thanks (seed bonus or no)

      gerhardt, with the figures you have you would need to seed huge amounts to change your ratio to a noticeable amount

      Right now you have uploaded (roughly, all figures) 954 GB and downloaded 1187 GB to give a ratio of .801

      If you uploaded another 10 GB and downloaded nothing else your ratio would move to .803 - that's just the way the system works.

      Now if you say that the actual figures of data transferred, rather than the ratio, don't change, keep some notes.

      I burn to DVD for essentially storage purposes 🙂 I don't have enough space on my drives!!

      xxtofer, if you don't want/need the authored DVDs produced by ConvertX, just copy your files, as data files, to the DVDs. This has the advantage that you can reseed the original post if someone asks. Just a thought  😉

      BTW: Why are you converting them to DVD Video format, doesn't your DVD player play AVIs?

      I often convert. My DVD player plays (most) .avis. And many .mpgs. But it doesn't play .mp4s. mkvs or wmvs. And ConvertXtoDVD is a magic program. Throw almost any movie format at it and it will automatically throw out an authored DVD complete with chapters (which I like).

      And to xxtofer, I have never had a problem with sound using ConvertX but don't think I've ever done an LE movie

      Ironically they aren't actually banned in the UK, it's just the courts have served banning orders on the major ISPs. Smaller ISP are forgotten

      isohunt is a good start.

      kickasstorrents and thepiratebay can show good results (but if you are in UK you may need to find proxies to reach them)

      thebox.bz is very good for British TV (invite needed)

      I often find that a search using my usual engine hxxp://search.carrot2.org adding 'torrent' to the subject can throw up stuff

      And another 'sister' gay site has quite a collection of 'Other Torrents' and gay themed non-porn movies.

      Ah and there's always requests

      It should not matter where the file is…'download folder', 'upload folder' 'munchkin folder'

      Your torrent program shouldn't 'find' the file, you should tell it exactly where the file is that you made the torrent from. That is, when the program asks you where to save it, point it to the original file in whatever folder it is, even if you have moved it from it's original folder.

      PS If Transmission doesn't let you specify which folder your file is in (and I'd be surprised if it didn't), I'd suggest you use another client eg, uTorrent for Mac. You should be able to upload and download from same folder

      Hi, vollbart

      After you downloaded your own torrent, did you then open it in your torrent client as you would any other torrent. When it asks where to save the file you point it to the file you made the torrent from. Your torrent client might say it will overwrite file, it won't. It will check that the file is the same and then start seeding

      I think it is a good concept, especially if people need/want to increase their ratio. But as pedro said it wasn't immediately obvious… and I sign-in to main page.

      Not quite sure how you get round that with the navigation of the site. But it took me a while to get back to this thread when it was no longer new to me.

      My concern was not whether there would be adequate seeders - there always seem to be far more seeders than downloaders.

      But that the policy excludes a lot, maybe the majority, of gt.ru members from accessing a whole category of torrents.

      And if someone seeded, bit for bit, exactly what he downloaded he would never become a power user. Minimum ratio: 1.05

      Provided members reach the site ratio requirements, I still think it would be welcome to allow all members access to all torrents

      we should create a HD category for Power User only…

      My view is that there shouldn't be any download category for anyone 'only' - either people are members or not. I don't think I know of another site I use where torrents are restricted. There are privileges for those who join in more but all torrents are open to all members.

      I hope gt.ru can go to an inclusive policy and make everyone feel part of the complete community  :love:

      It was suggested by topic https://forum.gaytorrent.ru/index.php?action=post;topic=7193.0;num_replies=14 that I start a new topic rather than add a reply there.

      I hadn't realised there was a restriction on downloading any torrent on the site but after a little research it seems that anyone can download the whole of this torrent https://www.gaytorrent.ru/details.php?id=173489&hit=1 (4.7GB)  but only power users and above can download https://www.gaytorrent.ru/details.php?id=173501&hit=1 (2.89GB)

      I applaud any idea to encourage people to take part as much as possible, but I don't quite follow the logic if I've understood it.

      BTW the links above are just examples because they happen to be on the first page of the torrents as I write. I pass no comment of the torrents (although they look quite tempting 🙂 )

      I am no expert in either but most torrent clients have a feature to cope with 'moved' files.

      Remember computers are stupid and will not know that you have moved the file back to its original location unless you tell it.

      This might help from the Vuze wiki(the first couple of steps don't apply):

      "How do I move files then continue seeding?
      If you've finished downloading a file(s) (and it has switched to seeding), but you want to move it (out of your download directory, perhaps), then the correct way to do this is:

      • Stop the seed (red square button on the Vuze button bar)
      • Move your file to the new destination (please note that if your torrent contains multiple files, then you'll want to move the whole directory that Vuze created for it, since maintaining that structure is pertinent to the torrent's integrity)
      • Start the torrent again
      • See the Status turn to "Error", which you'd expect since the data isn't there any more
      • Right click on the torrent
      • Pick the Change Data Directory option at the top of the popup menu
      • Pick the new directory in the dialog, and press Ok
      • Stand (or sit) and be amazed, as the torrent goes to its expected state, with stats intact

      Note though, that the Change Data Directory option doesn't show up until Vuze notices that the file is missing. It expects you to move the file first, then update the path to it. "

      medoli, A good way to improve your ratio is to just leave your torrent client running when you have finished your download. Not everyone can do this but it's a simple way.

      Another simple (?) way is to upload a new torrent  🙂

      Uwe, I think you are right - the pictures are important to a lot of people. To the point where I have seen people say that as there are no screenshots, I'm not downloading. To which I always think well, that's going to really upset the seeder, isn't it  ;D
