I don't know about in your part of the world, but here in Canada, we have "hotspot" areas, where there are problems with people not following the rules. The result is an increase in numbers. The UK had a lengthy lockdown earlier this year and most things were closed.  Most people fully complied with this, even though the police went mental and went far beyond what the law said.

In the UK, the 2 top doctors admitted lying about the numbers in order to get lockdowns.    Death certificates were being altered to say C-19.  We've seen similar things in many countries.
