Yes to both questions. I urge you to get tested immediately and be very open with your physician about the unknown status of your partner, unprotected oral sex, unprotected anal sex, and later discovery of expired condoms so that they can appropriately assist. On that note, don't put yourself in a panic, hopefully nothing happened, but it's your responsibility to abstain from any future sexual activity until you are certain of your status or be upfront with any partner about how your status is currently unknown. You can say it's due to a broken condom scare or whatever.
On a second note, stay far away from crystal meth. It's a horribly destructive drug and the second you feel yourself honestly pursuing it again after this initial experimentation seek help. I can personally tell you it's so much easier to treat addiction in the early stages while your life is still intact, trying to recover when your life is falling apart or literally decimated around you is hell.
