Just based on pregnancy rates, "people of color" (such a racist term) except Asians, have a higher rate of underage pregnancy.   As I pointed out earlier, and gave a link for, Asians have the lowest rate, closely followed by whites.   3rd place is about double that of whites and it gets worse from there.  Blacks have the highest rate, which is more than double that of whites.

Let's say, for argument's sake, that all underage white girls use contraception.  There would still be arrests for statutory rape among whites. but arrests per pregnancy would be astronomically high.  That would not mean, however that whites are being unfairly targeted.

We can simply use the rate of underage pregnancy vs arrests/charged.  It's not completely accurate, but it is a very good indicator.

A pregnant 12yo is virtually always a case of statutory rape.  There are extremely few reasons for it not to be.

Just using pregnant jail bait figures vs those arrested/charged, it's clear that a higher % of whites are arrested/charged compared to blacks.  Of course it won't change and no one will make it "mandatory reporting" like with child abuse because the black community will scream RACISM.

Acutuall at least one study of underage girls in NYC showed that the pregnancy risk for white girls was 5.4% vs 9.0% in black girls.
