The reason he did it is to create doubt about elections and the process of voting and in particular the upcoming election.  He won the  electoral vote but not the popular vote in 2016.  He is going to have an even harder time winning this year after having demonstrated just how awful of a president he actually is in more ways and to a greater degree than anyone could have imagined in 2016.  He is not running against such an awfully unappealing candidate from the other major party this time around, either.

It's just what he does, promoting conspiracy theories and sowing doubt about anything that doesn't favor him or that he doesn't like.  He has a long history of that.  Questioning Obama's place of birth is a good example.   That sort of thing appeals to the angry, ignorant and stupid sheep who are his core supporters.
