It is never safe. It is barbaric.  Its not ok for female genital mutilation it shouldn't be ok for male genital mutilation.  Children have died from getting it done in the past, it doesn't make it "cleaner" you still have to wash yourself.  It should be criminalized for taking away from the child a choice to have it done or not.  This is never required thus making it a cosmetic surgery. Religion and tradition does not make it ok.  That child should be able to choose when that child can decide for themselves as an adult if they want to be that particular religion and want to get the procedure done or not.  Do not take that choice away from someone because of your personal beliefs.
