I'm grazing the surface of memory here but I believe you may be conflating the special clause granted to Texas, then an independent country, in joining the US with the interpretation that the Declaration of Independence guarantees a state the right to revolution ("it is the Right of the People to alter or to abolish it, and to institute new Government"). That's what started the Civil War.

To a point I agree with you: That's life. It took a full 72 minutes from the time the police were notified of the shootings until they FINALLY got to the man - who had already killed himself!   Who knows how many would have been killed had the man kept shooting.  He ran out of machine gun ammunition!   
Whether the police arrived in 72 minutes or 72 hours… it would not have mattered, because the man had already killed HIMSELF by the time they showed up!  THE POLICE WERE COMPLETELY USELESS!  So, how can anybody say that the police were HEROES?

Though I tend to agree that hero is overly used that they were actively trying to help people during a shooting is why they're being called heroes, just as all the civilians who helped have been.

As I've read the facts, the guns the shooter was using were powerful enough to hit their mark from very far away. When the shooting started no one could have imagined that they were coming from way down the street. The first-hand reports I've read said the people on the ground thought the bullets were coming from someone on the street.

The attack was unprecedented.

The facts are still coming in. Jumping to conclusions and blaming the police isn't the answer. Let the events unfold to see the complete, or more complete, timeline.
