Women can vote. In fact, poor women got the right to vote without any responsibilities, unlike poor men who had to accept the draft and bucket lines. Just having a pussy was enough for them to be able to vote. Also, for the longest time, most women didn't want the right to vote. You also forget that voting was a privilege for landowners, not for the average person. Women owned over 70% of the pubs and inns (until about 1900 when men became the vast majority of owners), which gave them the right to vote.
