AGAIN, if a person's brain is not fully developed until 25, then they should have to wait until 25 to to make such a life-altering decision.

Prior to the rule change on puberty blockers in the UK, a kid could decide on their own if they wanted to take them. If parents objected, they could be prosecuted and possibly be stripped of custody of their kids.

They see that a serial rapist who raped from the ages of 13 to 24 when he was finally caught shouldn't be sent to prison because his brain isn't fully developed until 25, but at 8 he should be able to take sex change drugs and get parts cut off because his brain is fully matured.
Likewise, an 8yo is mature enough to make life-altering decisions on his own if it's about gender, but can't get a non-visible tattoo for another 10 years because it's life-altering. If he wants a visible tattoo (face, neck, and/or hands) he has to wait 13 more years because that's life-altering. Scotland might have pushed this up to 25yo for a visible tattoo, but I don't remember if that passed or not.
