      Hello, as far as I have found out of experience no, the uploader is not priorised. I have bad connection and am seeding my torrents only until someone else downloads it than I upload peanuts. Not fair but that's how it is...

      MP4 and M4V are the same file type - the extensions are interchangeable.

      Post at your own risk - but, unless you make a habit of it, I don't hear any complaints about mods punishing people who post dupes. So, I don't think there's much "risk" 🙂
