That actually is the problem, you should double check it. The tracker needs to report working for all active seeding torrents, if it reports anything else that means you're not seeding it. If you set a download location different from where the source files are.
Or even, the torrent might be creating a subfolder that you're not taking into account, sometimes you need to set the download location one level before the source folder, anything depends on your client's settings.
If you do everything correctly when you force a recheck on that torrent before starting it, it should fill up to 100% and then say "complete"
