It turns out that USA Congress can raise stakes, on Garland.

When they vote someone in contempt - they rely on Executive Branch (DOJ) to arrest & prosecute. As we know.

But - Congress can vote someone in "inherent contempt" - in which case, enforcement power derives from USA Congress who can have Congress' police or Sergeant at Arms detain person.

At present, it's unlikely for that vote to be done on Garland. Just not impossible.

Reports that Garland makes phone calls, to lobby House Republicans, to NOT do that vote.

In terms of rules/laws...... DNC is allowed to confirm Biden as nominee, and then, just a bit later, have him "have a medical event" & withdraw, so DNC can declare (new candidate).

Great for DNC, because it prevents having to consult actual Dem voters, in primary elections. Back-room politics & top-down orders from Party Central....what libs love.

In some States, they might still have to say "Biden" on ballots tho. That could be a problem.

In theory, if Dem candidate "wins" "again" - USA could have situation, where no candidate has electoral majority - because some electors pledged to Biden (who withdrew but still appeared), some pledged to Dem (new candidate), some to President Trump.

Dems would then urge their Biden electors to be faithless & switch to Dem (new candidate). To prevent, you know, that funky procedure where House decides.

Dems won't mind the hypocrisy involved.

@raphjd It's tricky for USA Dems: for generations they have tried alternate & faithless electors when it suited them, & they will need to try it again in 2024.

So - in 2020, Dems suddenly forgot their long history of alternate & faithless electors.

And then in 2024, Dems will have to switch back, ie. suddenly forget that they had suddenly forgot.

It's a lot of mental gymnastics, even for partisan Dems.
