We have to mention what "normal" & "queer" mean.
"Normal" just means: You respect many norms, of larger society.
You may marry same sex, go to gay bath house, have cross-sex fetish or even gender dysphoria. But..... you don't want to overturn norms-as-such. You still like Christmas, you protect women & kids, etc.
Queer Theory is explicitly anti-normal. "Queer", in sense of Queer Theory, wants to overturn concept of norms. With ultimate goal to enable "trans-age" ie. pedophiles.
I'm not kidding. Founders of Queer Theory were explicitly pro-pedophile, "age doesn't matter", "kids can consent". Pro- predator.
Queer advocates today have a strange nastiness & insanity to them, and when you check their computers, you don't always, but you do often, or perhaps usually, find child porn.
So, to re-state it, distinction I go for is,

Queers can't complain because we had that whole period where they proudly reclaimed Queer title.
