Actually, he endorsed state's rights more than the bill– which is a very GOP thing to do. Ironic as that is, since the GOP is the party that caused a war over what was an argument over what was seen as federal interference. So, the way I read his comments are that these are issues better left to the States to decide for themselves. Obviously, if the law is found to be unconstitutional, the states can't implement it. That decision, though is left to where it belongs, the Judicial Branch, and not the Executive.
