I had the same problem. I bleached all my dark spots. Twice a month, I would exfoliate all over, then combined baking soda and 3% hydrogen peroxide to form a paste (don't want it to a liquid so it slides off.) Then I applied the paste to all my spots. Over the course of 3 months, everything cleared up.  Although, if you want quicker, more surefire results, you can have a professional laser them off.

Be sure to rinse your mouth out with water right after. Don't brush you teeth too soon. If you want an oral antiseptic, 3% hydrogen peroxide is great. It's available everywhere, has versatile uses, and brightens your teeth too. Use only 3% to make sure you don't damage and tissue though. If it feels uncomfortable or leave your gums white (don't worry, it only lasts for less than an hour), dilute it with some water.

I never shave it off. Always make sure to trim though. Don't like the bald look, nor do I want to have a jungle down there.
