Despite a black sailor false flagging a racist incident, the US Navy is still partially blaming white people.

The sailor who did this is also claiming to be afraid of white people because they might be mad he did it.

Notice the last line in that article.  He's not being punished for causing racial strife and trying to put the Navy in a bad light.  He should get a BCD (Bad Conduct Discharge).
