Ok Loki, if you wanna be TECHNICAL, no it isn't illegal for anyone in government to have a server at their home that is separate from their government server at work. But when you put CLASSIFIED government information on your PRIVATE home server, then it IS a Federal Crime. And most certainly it is ILLEGAL to EMAIL CLASSIFIED government documents. If you talk to the IRS they will give you a fax number that will only be good for about 30 minutes, and will not accept emailed documents or forms, because "EMAIL IS NOT SECURE." Everyone in government knows this, from the TOP to the lowly IRS employee you are just trying to deliver your forms to.
Of course she didn't email anything classified. A small (as in three) number of emails were emailed to her and were mislabeled. And then the FBI decided that some stuff should, retroactively, have been labeled classified, which happens all the time. Most departments in the government disagree about what counts as classified. By the by, the diplomatic cables can (and have) been hacked.
By the by here's a small list of people who have done exactly what Clinton did with her email: Colin Powell, John Karry, Chris Christie, Jeb Bush, Rick Perry, Scott Walker, Martin O'Malley, Greg Abbot, Bobby Jindal, Sarah Palin, Ashton Carter, Karl Rove… oh and Mike Pence.

Her house was not a secure location, nor was it safe from cyber attacks, nor did she have permission to do that.
The people Hillary hired to set up her server and maintain it.. and access it, and DELETE things had NO security clearance.
Congress ORDERED Hillary to turn over 30,000 e-mails from that server.
AFTER being ORDERED to turn over the e-mails, Hillary hired a private company with no security clearance to destroy the evidence.
Those actions amount to treason, obstruction of justice, lying to Congress, and other crimes - all of which should have her in prison.
Of course none of that ever happened. What actually happened was that she went over all the emails and turned over all the ones that were work related and deleted all the ones that were personal. And she turned over lots of stuff she didn't have to, as anyone who read the emails knows, hence why there are emails asking about the times of TV shows or sending birthday greetings. And, additionally, her emails would be archived by the people she sent them to.
Again, none of this is a crime, and no one before Comey made his announcement (except far right-wing conspiracy sites) thought she was going to be indicted, let alone tried and found guilt.
