I believe the posted file should be at better quality
HD file 1920x1008 : minimum of 5000 ko/s mp4, about 35 Mo/min
Half HD 1080x 720 minimum 3500 ko/sec mp4 (about 20 mo/min)
Sd (720x 576) 2400 ko/s mp4 ( about 15 mo/minutes)
Also there is no need to recode a mps video in H265, this double compression will degrade a lot a final quality.
Same applies if you join different mp4 and recompress them.
To check the quality of your file, you can use Mediainfo (windows free ware)
