Unsolved Genuine question about p2p in general

I notice that when you are the only seeder (usually the initial seeder) it is common for others to be unable to reach you, because of mismaching security settings, privilleged ports, firewall rules, filter lists, ISP, etc etc etc... So it's common for multiple people to start leeching a torrent that never starts, and then one lucky guy comes in and connects to the seeder, and starts seeding to the others. That's how it goes.

But above we have an old torrent, its only seeder is likely not the original uploader, and we have 170 leechers, everyone equally stuck at 40 something percent. The seeder is always there, meaning they're contacting the tracker from time to time.... How come he's unable to seed to at least one or two of the 170??

I am one of those ~170 leechers and I was under the impression that the original seeder just did not seed.
I wonder what the deal with this torrent's situation is really. -

Not relevant to this, but that is another of those uploads that shows an egregious misunderstanding of the pic rules in my opinion.

The 2 seeder are using [UTP] connection w/c is why bandwidty is extremely very low,
I am getting 0.7kbps per/dl rate, ETA : 3year 39week ...
according to the torrent it is Siteripe [lol]So it's pointless and a waste of bandwidth from leeching ...

The world of torrenting is mysterious.
I KNOW that Utorrent has a history of having many different problems, and still has problems, and they have had so many different problems that have persisted for so long, they can never be trusted.
Curiously, bittorrent is made by the same company, and is pretty much a 100% clone of utorrent, but is supposed to be coded differently.. yet very few people use it.
Qbittorrent is a different company, and is about a 95% clone of Utorrent. There is a utility that converts a utorrent/bittorrent database into Qbittorrent that takes about 1 minute to process the entire database. There are a couple of features missing from Qbittorrent which annoys me.Whenever I have a problem downloading something, I load up the same torrent with Qbittorrent and that often fixes the problem. Why? I have no idea. It could be that Utorrent gets blocked by some servers.
