Just because some idiot said something extremely ignorant, doesn't negate that liberals deem everything white supremacy.
YES, to sane people the OK sign and thumbs up are just that, but to liberals, they were parts of white supremacy. People lost their jobs over that because of the liberal cancel culture.

I did a Google search on VAPA - no sign of White Supremacy, save for the article you referenced yourself... Lots of cases of "Visual and Performing Arts" in lots of other districts though!
...and folks in CA wonder why we call Northern California the "Land of fruits and nuts"!!

It's essentially true. Liberals would rather posture than enact real change; they would rather police people's speech and do stuff like this than actually change any systems of oppression. The unspoken motto of the liberal is: Posture and do things only until it starts to change the status quo, then it's too much. This is especially true of elite liberals: posture and do things only until it threatens your wealth and status, then it's too much.
This is essentially what Noam Chomsky has been talking about his entire career: liberal propaganda, such as that of the New York Times' editorial board, who regularly publish US government propaganda (US officials say..... the DOJ alleges.... The President's Cabinet believes.....—it should go without saying that just because a government entity says something, doesn't mean it's true).

A video surfaced recently where he's a little too casual, and makes a comment that includes the work "ni**er".He responded - publicly - that he was sorry and embarrassed by his own behavior (let's face it, he's embarrassed he got caught)...
The backlash though has been OVER THE TOP! LA Times story here

TBH I thought the intention was to make less jargon and making navigation of the system easier for non-native English speakers. The director clearly indicates this move as making it more accessible while achieving their anti-racist policy.
The origin of said intention is really stemming from the author's quoted words: "our culture perpetuates racism when things continue to be written down in a certain way," which distills the relationship between the use of language (in this case acronym jargon) to enforce barriers (jargon increases difficulty to understand terms to understand and participate in the system, also requiring one to visit a special section for complete definitions, thus adding additional layer of technological barrier), ergo perpetuating institutional racism.
I think the intentions are there to lower barriers, just poorly explained how the connections work.

I'm not sure where you've got the replacement from?I would argue no, this change cannot be named racist of itself because it doesn't have an effect of any proficient English speakers (proficient here being at least intermediate to high intermediate equivalent in English skill assessments). The change lowers the bar of entry into understanding the terms, and everyone benefits.
Think of it as universal design, such as the large power door button plates for wheelchair users and ramps. It lowers the barrier to access, at very little cost to able-bodied people.
I've outlined what I believe is the underlying connection of this to the paper and institutionalized racism, so I won't delve deeper into it again. I will concede it is purely my speculation, but it works to dismantle at least a small item should new Americans want to understand and participate in the education system.
Off topic: The field of education (and many other professional fields, for that matter) are absolutely TERRIBLE with the amount of jargon used. Pretty frustrating for newbies since one would need a complete separate lexicon to decode what is being discussed!

Let's look at the "racism" claim in all of this.
Plenty of non-whites speak english, just as there are whites who don't speak english.
Of course, liberal dogma says that only whites can be racist and you can't be racist toward whites.
Also, every society uses jargon/slang, so every society is guilty of racism (see the previous sentence).
Industries, likewise, use jargon/slang.
Let's not forget that they still use acronyms; ie SFUSD
