It's best to use one of the servers which allow file sharing, I doubt CA does (pretty sure). I use a NL server and my speeds are fine.
Also go into the advanced settings in the PIA client and enable port forwarding if you haven't. Mouse over the tray icon to get the port # PIA is using, then enter it into the utorrent connection settings. Don't port forward on your router if you use one, not needed. The port # will change each time you connect so you'll have to update it in uT.
