Not in many countries.
In the UK, for example, rape can only happen if the violator has a penis, even if the penis is not used in the sex act. As an example; a man and woman take turns shoving a broom handle in a person's orifice against their will. Only the man can be guilty of rape, because he has a penis even though it was not used in the act. The woman can not be guilty of rape because she (in most cases) doesn't have a penis. The woman can only be guilty of a much lesser sex crime.
The only time the UK sex crimes are neutral is for "statutory rape" (sex with a minor or mentally disabled).
i see so i got more reasons for feminists to take action on this one xD
