He actually said he would not make cuts to Medicare or Medicaid. But do not confuse the two. Medicare is for seniors over the age of 65 of those with permanent disabilities that prevent gainful employment. Everyone contributes to Medicare through the Medicare tax, which is deducted automatically from your paycheck, so it is really a government-run insurance company. Medicaid is for the indigent poor, children and elderly in long-term care. It is funded by the states with contributions from the federal government. These contributions were greatly increased with Obamacare in order to increase the number of insured. It is that increase that the Republicans want to repeal. They will argue that actual spending on Medicaid will increase slightly under the Republican bill, so it is technically not a cut, but it is far less than what would be spent if Obamacare were left untouched. (anywhere from 350 Billion to 700 Billion over the next 10 years)
