Should obtaining a marriage license include taking a test on your spouse?

I heard a discussion in passing the other day in which a young lady said that there should be a law for people to obtain marriage licenses to prove they know enough about each other. In her opinion, it would cut down on impulsive marriages and help deter marriage "fraud".
Discuss.

I bet impulsive marriages make 90% or more of the revenue from Country Halls/Civil Registry or whatever you guys call it in your respective countries. The State needs moolah!
Besides, if the marriages goes sour there's always divorce (or turning yourself into a widower)
There's also the topic of social mores…when someone proposes 'everyone' expects for the proposal to be accepted, this puts heavy social and peer-pressure weight. Which in turn makes people more prone to make a bad decision.
When in doubt: marry by separate ownership of your goods.

Gay marriage or is it is called "equal marriage" is legal in Argentina and as it happens in every single case you each partner should take a full test, full ETS, etc, it's mandatory, so the other partner might be aware of his or her status on that area, otherwise the license won't be issued.

By "marriage fraud" does she mean people getting married in order to get the right to remain in the country? If so a lot of immigration officials DO ask these questions and they have to have interviews , home visits etc… to prove that they are indeed a genuine couple

I think it's ridiculous under any other legal circumstances, though. Marriage between legal citizens should not be treated like an episode of The Newlywed Game for the sake of state approval or validation. Granted, lots of people get married for the wrong reasons. Some people even do it with malicious, self-serving ulterior motives. But that shouldn't mean that everyone has to have big daddy government's blessing just to get married.
