Atm get him to upload something (subject to mod approval) if he hasn't done so already
then you can gift seeds to him.

This would be a double win for him. He could get the SBP you are wanting to give him plus some from other members I'm sure and he would get the seeded traffic from sharing to help boost his ratio(if he needs it).
As an added note, if he(she) has never uploaded to our tracker before and can do so with no moderator help, I will give him 50 - 100 SBP with my first time uploader program.
