Virtually all domestic connections will download faster than they upload. That's the way the ISPs allow it. You can check your speeds at http://www.speedtest.net/ - only click on 'Begin Test'
To upload there must be somebody at the other end who wants to download - check via the individual torrent page that there are actually leechers online 🙂
