The two limits you mention are for two different things.

a) The 80 is the number of .torrent files you can get per day
b) The 15 is the number of torrents being downloading* at the same moment in your torrent client(s)

= torrents of which you got not 100% of ALL files

Please verify your current downloading list, if it isn't filled with multiple file torrents of which you choose not to download all files.

Not quite sure what it is that you can't see.
