I know this is late but when I have my privacy set to Strong, does this also mean that no on can see what I am downloading?

My upload is 20.13 and my download is 4.19.  I had to delete my old account and I was allowed to start this new account.  I donated to to increase my ratio and I did it when you got double the ratio, and now that donation and my ratio is gone.  What the he$$.  Can someone explain this please?
