It's totally unrelated. This error message appears to Windows 8 users (as yourself) who have avast! as their antivirus program. If this is your case, you have three options:
a) Change your OS.
b) Change your antivirus program.
c) Disable the Network Shield in the avast! In order to do this, go to Real-Time Shields in your avast!, select Network Shield, and press Stop (at the top right).

Flippin' Avast. I like it normally, especially the sandbox feature. But this network shield bull@*(#& is freaking annoying. Thanks - disabled and working groovily.
