When your country is so bad that you need to flee, but it is safe enough to return on vacation.

I was talking to a migrant on the street a few days ago. He explained to me that the financially optimal approach for them is to officially live here to receive welfare + free healthcare & housing, then set up a company in their country of origin where they have to pay almost no taxes for their actual income.
Whatever incentive the system creates, people will follow.
