Upload Speed Suddenly Became Terrible

Sometime during the day yesterday, my qbitorrent went from uploading multiple torrents at 3-4Mb/s to maxing out at around 500-600 kbps. If I have one torrent seeding, it uses the entire 600 kbps, and if I have multiple torrents seeding it seems to split the 600 kbps across the torrents.
It's almost seeming like there's some artificial cap on my speed, but I pored over the qbitorrent settings again and again and can't seem to find anything that would suggest that I'm limiting my upload speed to 600 mbps.
I have used an extraordinary amount of data this month, could it be an ISP throttling thing? I do seed from behind a vpn, not sure how much that affects things.
Any thoughts on some steps I could try to increase upload speed would be appreciated.

@Tilbert Your ISP might throttle your speeds based on your recent behavior if that is allowed in your country and stated in your agreement.
What I advise you to do is, look for a torrent with high popularity in a public tracker, for instance a TV show episode that was just posted. Let it sit in your client for a few hours and see how the upload speed goes.
If it caps around 600 kbps, it could be either the ISP or the VPN. You can try disabling the VPN and checking if it has any effect. In case it stays the same, you can try temporarily switching to a different network, just to confirm.
If you cannot connect to a different wifi, you can share your phone's 4G/5G to your PC using a USB cable, and see if it has any effect on upload speed.
