Why does the reseed request button sometimes report 'failed' ?

Why does the reseed request button sometimes report 'failed' ?
See images - i may get "Request failed - 0 PM's send!" but then if i try a few days later i may then get "Request send successfully - 120 PM's send!"
Why is this ?
