Connection closed by peer

From some time I can't upload, neither download. I'm using utorrent 3.1.2.It says "connection closed by peer" down in the tracker info.

There are times, after lengthy inactivity, when this message will appear. This is just an "idle timeout'...
The connection may/should re-establish at your next refresh interval (usually 30-minutes). You can also manually refresh the connection by clicking on the torrent (file) in question and choosing to "re-announce".
If the re-announce fails, then there is an actual problem.
If the re-announce is successful, then you're all good -
Also, this can happen when your ISP detects your use of a torrent program and they block the port.
To test this theory, open your BitTorrent client's options, and under connections, choose a different port... a random one is best, because you don't want to pick one (like 80, or 21, or 1443) that are used for other well-known services!

@bijicjic This can also happen if you're using Windows XP. Due to some security upgrades and the lack of updates to support them in Windows XP, you are now unfortunately limited to using the non-SSL tracker. You can do this by disabling the SSL tracker option in your profile.
As well, you can change the tracker URL manually on your torrents by modifying the beginning of the URL

In case you're interested, it's that the SSL versions supported in WinXP are now deprecated... you should be using TLS 1.2 and/or TLS 1.3 exclusively today.... and those didn't exist in the days of WinXP, and they are beyond the computing power of most systems that would run that OS today!

I tried changing the URL but it still doesn't connect. On regular http it just says "http error". It's only from 1 or 2 weeks, before that it was OK
