S/L Seeding / Leeching If there are dozens of seeders why isn't it downloading

Theoretically, if a torrent shows that there is someone seeding it, then when I try to download, it should start and show a list of peers in my Utorrent.
I currently have 44 torrents not moving in my Utorrent - yet all of them are supposedly being seeded.
SOME of the torrents I select do get through.I did not have this problem until the past several weeks.

Don't know why, but suddenly the accumulated batch of 44 torrents that weren't downloading all downloaded a couple of hours ago.
I don't know if the problem was this site, my ISP, my computer, Utorrent, or something else.It's working great again.

Once again.. files aren't downloading again.
The batch of 44 suddenly got downloaded in a few hours.. bringing me to 0..
But after just a few days.. I've got a backlog of 28 movies.. almost all of them are new posts.Could it be a problem with the Tracker?

Found the solution:
STOP all the active torrents and re-start them.When you stop them, it reveals any torrents which are in an error state.
Torrents which are in an error state but not tagged as being "bad" will jam up your transfers.
Once tagged, they don't cause a problem. Then you can fix the torrents by moving files and re-checking and starting them again.
