      There is an unspoken bias in law enforcement (and other government agencies).

      In tiny municipalities, you find that high ranking officers / chiefs, are almost always white..
      however, large cities and counties have a very high proportion of high ranking officers / chiefs that are women and minorities. 
      Yes, chiefs are elected, not appointed, but the people who get the endorsements are typically women and minorities.

      It bothers me when they have some police official on TV, and the official is either some white guy who is an overbearing psycho.. or some woman who lacks the ability and wisdom to do the job.. or some minority who may mean well - but can barely speak English.  High ranking officials should not be speaking ebonics.
