Yes, clearly a mistake. At first I was going to blame it on Trump's reluctance to fill under-secretary jobs, but the letter was mistakenly sent to 200 out of 300,00 new citizens. Sounds like an honest mistake to me.

Most "refugees" are actually economic migrants.
Under international law, refugees are supposed to stop at the first SAFE country, not welfare shopping.
Economic migrants have no legal right to cross borders, without the permission of that country.

I would argue the opposite. He loves illegal immigrants as long as they are beautiful women. His euro trash hooker wife spit all over Americans when she worked here illegally. Then she had a green card marriage and an anchor baby. Now she lives in public housing with a guy who has kids by three different women.
