Sorry, but in my book, trying to have someone do BB when they already stated they want to use condoms is pretty low.
Nowadays, concern for HIV and AIDS make condoms a rule of thumb. Maybe in some 1st world nations where you have PrEP and can pay for your Truvada you can go and have bareback (provided you take the Truvada religiously). Usually, individuals would rather choose condoms, specially with strangers, since you don't know if they really do PrEP or are 'clean' (people lie, and more so when it means having sex)
My only advice is that if you like BB so much it's mandatory, then find like-minded individuals who also only do BB.
If you find someone who really turns you on and you want to have sex with, and he asks you for a rubber (or brings his own) you either comply and have protected sex or make some believable excuse and go away.
Myself I won't rule BB out of my possibilities but in order to BB with someone I would need to really trust and know a person.

I don't know, I've never tried to pressure someone into bareback. Lines that have been tried on me, though, include:
"I'm clean, I swear."
"You don't have to worry, I just recently tested neg."
"It'll be sooooo hot."
"I'm on PREP, so I can't get HIV."
"I'll just dip it in a second."Or he just teases my hole with his bare cock, hoping I'll finally give into temptation and "slip up."
Sure, some of those techniques might work. But please don't. Consenting adults can do whatever they want, and if you find a guy who wants to bb as badly as you do, then more power to you. But if he doesn't want to - and he has very rational reasons not to - don't try to force the matter. Be a man and respect his wishes.

It's their choice. I have never done it raw/BB and this even includes when I was in a relationship/partnership as I've had ex's cheat on me.
Personally if someone wanted me to fuck them raw/BB as I'm a top, this happened once with a guy I dated decades ago who wanted me to help him cheat on his husband and wanted me to fuck him raw, I just say no thanks and that sex between us is never going to happen.
