Near the water? Try stand up paddle boarding. Great fore core and cardio.

Swimming! If you suck at the technique like I do even better! The less efficient you are the more work it will be
Other than that cycling, or try a rowing machine.

Any aerobic exercise you move your legs

Up until my big accident back in 2003, my favourite form used to be dance. It's physically demanding and fun all at the same time.
