It does not always upload data, but it is considered seeding. You get 0.5 point for each seeding hour even if it there is no upload rate or it is not uploading. Then you exchange seeding points as following:

I have the same problem.. even though I collect enough seedbonus from seeding, my (completed) downloads don't want to seed. Which is odd, because other downloads that are not from gaytorrent have an upload speed that is through the roof. Does anyone know a fix for this?

You should actually seed them… (currently only one torrent from GayTorrent.ru is seen seeding and it got more than 400 seeder).
The other "fix" would be members to download more.

seeding even though it shows no upload rate but it is seeding still, and participating in forum. This what gets you points.
