Could somebody point me to where in the rules or FAQ I can find details of what 'reputation points' are?

Reputation points is a fairly new addition to the forum so there isn't really anywhere that explains what they are. Basically if you agree or disagree with a post by a member you can click on the "blue heart" on the left side of the screen. From there you can either choose agree or disagree with the post that user made and give a reason if you want.
So if you have a flamer everyone will know because of their "reputation" or if you have a really helpful member who contributes alot tot he forums his reputation will reflect that.
Overall, it means little or nothing. A bad rep won't get you banned or anything like that.

A good reputation currently does not give you any other advantage than the honour to have it and show it.
Also as far as I understood, there is no bad reputation, it can be only more or less good or not existing.
See it as a small plus of recognition for members with positive contributions to the Forum.Note the Forum reputation has nothing to do with the torrents, up- and download or share ratio.

How about hovering over my 1 red block. I'm 'looked down upon'. Others, even with 'green' reputations '..have no influence' or 'barely matter'. Pretty nasty comments, especially as there appears no way of knowing who disagreed or even agreed with the posts. ...

It may have nothing to do with torrents but if that can be the 'reputation' for people who make a net contribution to torrents or always thank seeders or try to participate in forums, it doesn't encourage people (or at least me) to add to this site.So the vast majority of people who never post in a forum can never have a 'reputation', good or bad.
That is limited due to the Forum and the main site being separated on our system. Comments to the torrents are on the main site, not in the Forum. There are many ways contributors to torrents are rewarded, for example the Seed Bonus Point gifts or higher number of allowed torrents downloading.

No, people with whom moderators don't disagree would appear to be nearer the mark.
...Not really, because the agreement / disagreement is limited in frequency (I think to remember once a day) and in addition can't be given in a row to the same member. Further any member can use the blue hearts not only Staff and the Staff is largely outnumbered by the other users. You can as well disagree with the Staff.
Try it, you can disagree with any Staff member and thus reduce our reputation.
Reputation depends as well from the number of topics started and the number of replies, so forum "spamming" adds to reputation. Since the Staff is very active in the Forum, we got a quite high reputation through that.

No, but enough people (experienced?) know how to use them so I am "looked down on".

Perhaps enough people don't like the hate which aspirates through the way you put your words. Nobody is asking you to agree with the Staff or other members, critical augmented posts are worth positive blue hearting, too (at least IMHO)
and really I don't know what happens with two red block and if they are even possibly existing

There is a forum patch that does away with the negative reputation. The tracker crashed back in Feb. and I don't think the patch has been reapplied yet. Trust me when I say that I as a mod do not care about your reputation(good or bad). If you have something constructive to say and I disagree then I may use the disagree reputation but that doesn't mean I don't value your opinion.
If you could see some of the "heated" discussions we have in the moderators forum you would laugh your ass off. But at the end of the day all us mods understand that we are on the same team.
If you want to "turn things around" try to participate in threads and agree sometimes with others. If you see some pictures you like in the porn forum then reply and say something like "these guys are hot!". Or you could try some of our word games in the off topic thread.
My point being, increased participation will increase your reputation just by virtue of how that system works. Give it a try.
