I upload using correct categories only to find them removed

When I upload I take care to apply the correct categories. Then later I often find them removed. The main category, the first one, seems to remain but the additional ones are gone.
I can vote for the additional ones later but that doesn't have an immediate effect. Presumably they only get added if enough people vote for them.

Categories (even the primary ones) change as people vote for categories. The more votes a category gets, the more likely it is to become visible as a category. The category which receives the most votes after a certain point becomes the primary category.
