Rules for reporting duplicates

Remember: we do allow the same movie in different formats. A duplicate must be same size and file type.

Then I see this and wonder if it's really worth keeping both versions:

Nearly the same resolution, but one's probably higher picture quality.

One file is more than four times the size of the other.  Not eve close to being duplicates.
