According to the study, between 15 and 18 million people in the U.S. lack access to documents proving their birth or citizenship, which can be integral to acquiring other forms of IDs.
Identifying documents are also very expensive. Transgender individuals experience this when completing a legal name change to conform with their gender identity. According to the report, 34% of transgender people paid more than $250 to complete the change, with an additional 11% spending more than $500. Even worse, 35% said they had not changed their name because they couldn’t afford the burdensome costs. Birth certificates average over $50 and driver’s licenses cost as much as $89.

Which is why most countries require ID, find no problems.
World's most progressive (to you) countries on Earth, require voter ID. Only dumb backwards (to you) USA, fails to.
In USA, election cheaters would be, for 1 example, folks who stole 2020. They're harmed - and should be.

@zullu For a country that touts it's "democracy" so fervently, the US has a long history of voter suppression. This, of course, has got worse over the past two decades when it became clear to Republicans that they were unlikely to win national elections, and at the state level, only gerrymandering would give them a competitive edge.
In my view, a true democracy would encourage and facilitate voting. In several countries (eg Australia, Argentina, Greece, Belgium) voting is mandatory. While I don't love the idea of forcing people to do things, I wonder if it wouldn't be a bad idea because it could eliminate a lot of this bogus "election security" which in reality is just a power grab.
Next steps; 1) eliminate the Electoral College. 2) eliminate gerrymandering (eg Nashville used to be one mostly Democrat district, now it's divided into three GOP-controlled districts), and make the Senate more-proportionate.

What the hell are you talking about? Brazil is a much poorer country and they NOT ONLY require an ID, but also your VOTER ID (we have a separate one from the regular) and your thumb digitals, also you have to sign at the end and your signature needs to match the signature they have in their database. -
