        I can see measures of harm reduction making sense in places like Canada or Brazil, where these people will end up costing thousands of moneys to the public healthcare system before dying of AIDS. But in the US is just makes no sense at all...

          I work in healthcare, as far as I know, sharing stuff like glasses, cups, bottles and crack pipes I guess has an increased risk of hepatitis.

          but by that issue, if someone is sharing pipes, having their own won't stop other behaviors such as sharing shot glasses and booze bottles when they get high.
